Filière coton : LES OPA VALIDENT LE PLAN D’ACTION DE RESTRUCTURATION

Sous l’égide de l’Association nationale des organisations professionnelles agricoles de Côte d’Ivoire (Anopaci), les organisations professionnelles agricoles (OPA) de la filière coton ont récemment validé, à Yamoussoukro, un « Schéma consensuel de restructuration des OPA ».

La principale résolution issue de cet atelier de réflexion et d’élaboration du plan opérationnel de restructuration des Opa, a préconisé le regroupement des coopératives aux niveaux sous-préfectoral, départemental, interrégional et national. Et cela, en vue d’aboutir, in fine, à la création d’une et unique fédération.

Pour ce faire, une commission de mise en œuvre et de validation du processus de restructuration, chapeautée par l’Anopaci, a vu le jour pour traduire, dans les plus brefs délais, ce travail de regroupement. Pour un succès de ce processus de fusion, la commission a-t-elle été invitée à effectuer un zonage de l’aire de production, à procéder à la sensibilisation des producteurs à la base et à l’établissement des situations de référence (bilan exhaustif, endettement, situation des salariés etc.) des coopératives concernées.

Pour rappel, la redynamisation des organisations professionnelles agricoles cotonnières en cours est la résultante de la profonde dégradation observée dans le secteur. « Au niveau des producteurs de coton,…le taux de pauvreté est passé de 2002 à 2007 respectivement de 44% à 85%. La baisse de production dans la filière coton est allée de 400.000 T en 2002 à 120.000 T en 2008. Au même moment, les coûts des facteurs de production se sont accrus, passant de 80.440 FCfa/ ha à 115.000 FCfa/ha. Alors que le prix du coton graine, de 210F/Kg en 2001/2002 est passé à 150 F/Kg en 2007/2008 » révèle un document de l’Anopaci.

Pour M. Gouan Aka Mathias, Pca de l’Anopaci, ce plan d’action de restructuration, qui a bénéficié du soutien du fonds Stabex de l’Union Européenne va, à terme, redonner le goût du travail aux producteurs.

Optimisme partagé par M. Lassina Tuo, Président du Conseil d’administration (Pca) de l’Inter-coton et administrateur de l’Anopaci, pour qui, de 120 mille tonnes l’année dernière, la campagne cotonnière va aller crescendo : « â€¦ Les plans de campagne pour l’an prochain prévoient 250 ha qui nous permettent d’envisager au moins 250 mille tonnes… » a-t-il indiqué.
